This working group aims to set up good standards in applying structured expert judgment and increase the breadth of relevant applications in the public and private sectors. It will accomplish this via a number of objectives, in particular:

The evaluation of current technical and commercial application areas of structured expert judgment in terms of how mature they are, e.g. how often structured expert judgment has been applied this far, whether the applications have been of high quality, what is the possible impact/s of these expert judgment elicitations on policy making, decision making (including business planning), etc. This evaluation will help WG4 members to:

  • Identify “key” sectors, resistant sectors, etc., and to characterise reasons underlying the degree of maturity of each sector.
  • Step up the more mature application areas, and intensify the efforts of employing structured expert judgment in the less mature areas.
The design (and implementation) of a strategy to raise awareness on the applicability and value of structured expert judgment in diverse stakeholder groups and the circles of policy making and decision making in EU Member States and the European Commission. This would include work on:
  • Identifying and engaging key stakeholder groups.
  • Identifying ways of monitoring success.

In achieving the above aim and objectives a close collaboration of WG4 with all WGs in this COST action is envisaged. WG4 will provide key contributions to potential outputs of this COST action, e.g. key recommendations, workshop reports, and case studies.
